The Equal Opportunities and Social Development (EOSD)

The project “Equal Opportunities and Social Development” (EOSD) supports the young population in Egypt (age 16-29) to become more involved in the country's society and development, with a focus on young women and young persons with disabilities.
The project is implemented by GIZ on behalf of the German Government and co-commissioned by the EU.
In partnership with the Ministry of Social Solidarity and the Ministry of Youth and Sports, the project provides capacity development and awareness raising measures on topics related to social participation and equal opportunities, including gender equality, inclusion of persons with disabilities and population dynamics.

The project has 5 main pillars:

Strengthening The Capacities Of State Actors

The methodological capacities of state actors to promote the participation of youth, especially young women and young people with disabilities, are strengthened through capacitating state actors to enhance project cycle management, service expertise and inclusion & gender mainstreaming, anchoring participatory approaches through trainings focused on eliciting feedback and institutionalising participation, as well as capacitating policy experts/state employees to formulate data driven policy recommendations.

Capacity building and empowerment of youth:

State and non-state actors are strengthening cooperation to promote social participation by providing technical and financial support to high-potential youth, training civil society, and setting up the "Doroob Platform" for learning about new projects, managing fund provision processes, showcasing project beneficiaries' work, and serving as a networking tool for youth.

Promoting cooperation between state and civil society actors through joint project implementation:

Awareness raising campaigns for young people:

Young people are sensitises on the thematic topics relating to the project through “Mobile Cinema”, a platform extending the reach of movie productions by young Egyptians, raising awareness of a broader public regarding thematic fields of EOSD, 10 festival-like events in 10 different governorates promoting awareness about project’s activities and thematic areas in a fun and engaging manner, raising awareness about the Integrated Services Card in collaboration with influencers (Radio, TV, Internet), as well as printed material, as well as converting diverse productions to accessible formats, supporting partners to make their platforms more accessible.

Facilitating access to employment and public services using digitalisation:

The fifth pillar facilitates stronger coordination and develops capacities of key actors for improved access of persons with disabilities to employment opportunities, public services and corresponding information. In that regard, it works closely with persons with disabilities, private sector as employer and digital solution developer as well as the public sector as the key public service provider. It facilitates co-designing of digital solutions with the relevant public service providers, for improved access to persons with disabilities.

Funding Cycles

In March 2022, EOSD launched its first funding cycle for civil society organisations, and received 127 complete NGO profiles, of which 39 NGOs submitted their full project proposals. After evaluating the received proposals, the joint committee between MOSS and GIZ has awarded 16 different contracts benefiting 38 organisations. The project's second funding cycle for civil society organisations was launched in April 2023 and it gathered 236 NGO profiles, of which 13 NGOs submitted their full proposals. The joint committee awarded 4 contracts benefitting 24 organisations. EOSD is keen on creating synergies between organisations, building networks of support, exchange, and learning for the ultimate goal of being able to effectively respond to their communities' needs through well-designed projects and measures that are implememted in a participatory approach.

Funding application cycles usually cover the following steps:

  • Profiles' screening
  • Concept notes and filtration
  • Technical and financial proposals and evaluation
  • Financial assessments and commercial eligibility
  • People holding a discussion
