Equal chances, participation and opportunities for young people in Egypt


The Equal Opportunities and Social Development (EOSD) project is implemented by GIZ on behalf of the German Government and co-commissioned by the European Union. In close cooperation with the Ministry of Social Solidarity and the Ministry of Youth and Sports, EOSD works to empower young people in Egypt, particularly young women and persons with disabilities, to play an active and meaningful role in society.
Through capacity development, awareness campaigns, and joint initiatives with state and non-state actors, EOSD promotes gender equality, social participation, and inclusive public engagement. The project strengthens the ability of young people to act as agents of change in their communities while supporting government institutions to better respond to the needs and aspirations of Egypt's youth.

EOSD works across 10 governorates in Egypt, engaging both urban and rural communities: Cairo, Giza, Alexandria, Daqahliya, Fayoum, Port Said, Red Sea, Assiut, Qena, and Aswan. Activities are tailored to address specific local needs while contributing to Egypt's Vision 2030 and national development strategies. This geographic spread reflects the project's commitment to reaching communities beyond major urban centres and ensuring that young people across Egypt - wherever they live - can benefit from the project's support.


EOSD strengthens cooperation between state and non-state actors by providing technical and financial support to civil society organisations to design and implement social development projects that respond to community needs. Grants are offered to NGOs and organisations of persons with disabilities (OPDs) as part of a capacity-building programme that combines institutional strengthening with practical project management training. Funding mechanisms are determined based on grant type: organisations may receive a direct grant or be sub-granted through a larger umbrella organisation, which provides support in grant management and oversight.
EOSD works with the Ministry of Social Solidarity and the Ministry of Youth and Sports to strengthen their methodological capacities for promoting youth participation. This includes training in project cycle management, service expertise, and gender and inclusion mainstreaming, as well as supporting participatory approaches and data-driven policy formulation.
EOSD equips young people with the knowledge, skills, and confidence to act as agents of change. Programmes include masculinity reframing workshops with the Ministry of Youth and Sports, digital tools for creative expression, innovation management training, and leadership development for persons with disabilities.
EOSD supports civil society organisations through funding, training, and mentoring to implement social development projects that meet community needs. The Doroob platform serves as the digital infrastructure for this cooperation - managing fund provision processes, showcasing project outcomes, and connecting NGOs with GIZ's development programmes.
EOSD reaches communities across Egypt through Mobile Cinema - a platform that extends the reach of film productions by young Egyptians - festival-like events in 10 governorates, awareness campaigns on the Integrated Services Card in collaboration with media influencers, and the conversion of content into accessible formats for persons with disabilities.
EOSD works to improve access to employment opportunities and public services for persons with disabilities through digital innovation, capacity development, and multi-stakeholder coordination. This includes collaboration on the Ta2heel job-matching platform, advisory support on data protection, and advocacy for accessible digital government services.
