The Capacity Building Through Urban Infrastructure Development project is implemented by GIZ on behalf of the German Government and co-commissioned by the European Union, in cooperation with the Ministry of Housing Utilities and Urban Communities represented by the General Organization for Physical Planning (GOPP) and the Urban Development Fund (UDF). CBUID promotes a participatory, bottom-up approach to urban planning and development. It engages local communities in shaping the development of their local area in cooperation with national partners, local authorities, civil society organisations and private sector. Across three workstreams, it interlocks integrated approaches to support creating more resilient, socially inclusive urban communities

CBUID operates in selected areas across Egypt where rapid urbanisation, pressure on infrastructure and services, and climate change pose significant challenges. Working across different local contexts helps generate practical solutions that respond to community needs and inform broader urban development efforts. CBUID focuses on operating in the governorates of Alexandria and Aswan while also promoting national framework conditions.


CBUID recognises civil society organisations (CSOs) as key partners due to their close engagement with local communities, strong understanding of local needs, and extensive experience in community-based development. Their involvement fosters local ownership and helps ensure the sustainability of project outcomes. To support this role, CBUID provides technical and financial assistance to enable CSOs to design and implement integrated interventions that respond to local needs. Funding mechanisms are determined by the financing instrument, with support provided through one of three modalities: grants with direct implementation, grants with sub-grantees, or local contributions. Under the grants with sub-grantees modality, financial support is channelled through selected umbrella organisations, which provide grant management, technical support, and implementation oversight.
CBUID strengthens the capacities of national and local institutions to plan urban development through integrated, evidence-based approaches. The project enhances planning tools, analytical methods, and decision-making processes, enabling partners to identify priorities and develop resilient, inclusive urban solutions.
CBUID supports the implementation of integrated urban development measures that respond to local needs through participatory planning and cross-sector collaboration. Pilot interventions demonstrate practical approaches that improve infrastructure, services, climate resilience, and social inclusion in informal urban areas.
CBUID promotes the exchange of knowledge and practical experience between government institutions, academia, civil society, and local authorities. Through training, peer learning, digital learning, and knowledge-sharing platforms, successful approaches are institutionalised and scaled up to strengthen urban development across Egypt.
