Advancing inclusive digital government services for all citizens
Supporting eGovernment and Innovation in Public Administration (InnoPA) is a joint project implemented by the German Agency for International Cooperation (GIZ) in Egypt, on behalf of the German Federal Government, and in partnership with the Ministry of Communications and Information Technology (MCIT). The project aims to strengthen the capacities of the digital ecosystem for an inclusive and responsible digital transformation in Egypt.

The project is implemented with a nationwide scope, supporting partners and beneficiaries across all governorates of Egypt. Through its interventions, the project seeks to promote inclusive and responsible digital transformation and ensure that its benefits reach communities throughout the country.
InnoPA supports emerging technology startups across various governorates to develop and scale digital offerings and solutions tailored to the needs of underserved communities. By strengthening local innovation ecosystems and promoting inclusive business models, the project aims to ensure that the benefits of digital transformation are accessible to all segments of society. In addition, the project supports the internationalisation of Egyptian companies in the digital sector by facilitating access to German business networks and creating opportunities for partnerships, business development, and cooperation with German companies.
In parallel, the project supports civil society organisations embedded within governorates, enabling the design and delivery of locally tailored initiatives to bridge the digital divide. In addition, it strengthens the organisational and digital capacities of these CSOs, supporting the digitalisation of their internal systems and processes to improve efficiency, sustainability, and outreach. These interventions strengthen digital skills, raise awareness of digital rights and risks, and support citizens in using digital tools to access information, services, and opportunities.
In the digital governance domain, the InnoPA project provides policy support in operationalising government strategies and visions in areas such as trust services, artificial intelligence, and cyber-resiliance. This includes support for establishing Egypt’s data protection efforts, a pivotal step toward improving digital governance and safeguarding citizens’ data.
